Hacking Homebrew launcher as a CIA (11.3 CFW O3DS)

Hello,
I'm experiencing a strange bug with smealum/yellow8 homebrew launcher.
It downloads the payload when my O3DS wifi is on, but it fails when it's offline.
A message appears:

"something failed, please try again with wifi on"
"00000000
01fa1000
fffeefff"

Config:
O3DS 11-3-0-36-EUR
Latest Luma3DS (hourly)
Latest FBI
Latest Homebrew Launcher 1.3 CIA

I've already tried to delete the hblauncher directory on the sdcard root and I've also tried to manually copy and renamed the latest ropbin from smealum's website.
I tried to start the hb channel while pressing the X button. It forces the payload download, it works, it writes it on my sdcard,but when I reboot and turn the wifi off, it stopd working.
If anyone here have a suggestion it would be greatly appreciated. Thanks.

Download the otherapp payload for your OFW version and region and put it at the hblauncherloader folder on you sdcard. DON'T rename it.
Also, it's the Homebrew Launcher, not the Homebrew Channel.

Here, the exact message I get everytime I try to launch it offline.
What's puzzling me is the fact it works when wifi is on (and connected to an AP). It even says it is downloading the payload, it writes on my SD Card, but il shows this message if I try without an internet connection.
By the way, I've just formatted my sd card with the official SD Card tool and tested it with the recommanded tool on 3ds.guide, just in case.

Using an un-renamed ropbin (whatever ropbin means) did not work either.
Pay attention. He said download the otherapp payload, not ropbin.
Download the otherapp payload for your OFW version and region and put it at the hblauncherloader folder on you sdcard. DON'T rename it.

Yes I've tried otherapp, ropbin, both of them renamed and with original filename too.
Rebooted between each try, no success.

Edit: these were the good versions: old3ds 11.3.0.36-EUR

I have also followed the "update a9lh" guide and redownloaded the homebrew starter pack, reinjected the 1.3 cia from yellow8's github and re-checked I had the latest hourly Luma3ds and FBI.
I don't know what other options I have.
The 3DS is working apart from this, homebrews are running if my wifi is on, and I have successfully dumped and injected my Super Street Fighter IV gamecart.

I can't help but wonder.. why does it even matter that it doesn't work without Wi-Fi? Do you really use HBLL so much that you need access to it without Wi-Fi as well? I have this "issue" too, but I don't care, because I don't even remember the last time I've used HBLL. Most if not all of the programs that you'd use from HBLL you can install directly onto your console anyway so .. really .. why?

HBL won't work offline on 11.x consoles. Maybe it is a firmware limitation because on 9.x it works flawlessly.

@Distrance:
I think it IS indeed an issue that it doesn't work offline. If yellows server are dead you can't use it anymore. e.g. a few weeks ago I tried to install menuhax on 9.x. It was pretty hard to get the information how to install the payloads offline (at least it was possible).

As far as I know, there are no Quake, Duke Nukem 3D, Portal 3DS, or Lua Interpreter cias, and it's a pain in the ass to set my phone as an access point just to get the Homebrew Launcher running.
Besides, it looks like a bug and bugs are made to be merciless fixed.

Have the exact problem on my old3ds.
So the only way is to format my sd card?
