You install the CIA, launch it, find freeShop's settings, point the app to the encTitleKeys.bin QR code (can't link it here, Google search that title keys site), then download games.

google "that titlekey site" and click on the one for the 3ds. if you look near the top, one of them will have a qr symbol next to it. click that and scan the qr with freeshop
