Homebrew New 3DS XL safehax fails to load

I have a new 3ds XL, never hacked. Im on 11.3 USA

Following the 3ds.guide i get to
Installing boot9strap (Homebrew Launcher)

And then
Launch safehax from the list of homebrew

Once I do this i get this error message:
FAILED TO READ THE ARM9 PAYLOAD
PRESS START TO EXIT.

Where did I mess up? Did I miss a step?

"7. Copy SafeB9SInstaller.bin from the SafeB9SInstaller.zip to the root of your SD card and rename SafeB9SInstaller.bin to safehaxpayload.bin"

Did you make sure to do that?

Now when I install Freeshop its not showing as installed on my 3DS home screen. Any help with that one? I have tried the CIA and the QR code....

And FBI is not showing any errors upon installation?

Yes that is exactly what im using, FBI is showing no errors

Are you sure you didn't just miss it? It'll most likely fill up any empty slot on your home menu if there is one.
I updated to the fork recently on my 3DS and it worked just fine, it did overwrite the older version though so it wasn't immediately apparent that something new had been installed.

I have installed it 4-5 times already, all that appears on my home screen are "presents" that i cant unwrap, as silly as that sounds LOL

How did you figure it out?

If anyone else is encountering this issue, just go into friends and back out to menu. You can also just press home button so FBI doesn't close down but runs in the background as closing FBI after installing seems to cause the small issue.
