ROM Hack Is it possible to downgrade on 11.4?

When I go to visit my cousins next month, I want to see if they would let me hack their 3DS. I would bet real money that they have updated to 11.4. I know for a fact that they don't have any of the dsiware titles required to get Sighax. So, is there another way to access the homebrew launcher in order to downgrade to 11.3 or below?

No downgrading on 11.4 (without cfw already installed that is). 11.4 can be hacked with boot9strap to use Luma, but that currently requires hardmod or dsiwarehax. We may be getting ntrboothax (or whatever name they give it) in the future which will allow us to hack certain ds flashcarts (acekard2i is most likely to be a candidate) and run them at boot to install boo9strap on any firmware.

The only card that I've seen rumored is acekard2i. But even that isn't guaranteed until we get news from someone acctually developing the exploit. Currently no news if anyone is, but to be fair no news of boot9strap coming out was really announced until a day before it came.

I've seen people wanting it to be on ds two, but no evidence to back up that ds two could do it. Acekard2i is rumored because it's firmware was modified and can easily be flashed, which was done for ntrcardhax. So it's likely it will easily support ntrboothax in the future.
