Because sometimes I hack 3ds and I don't have internet, then I want install the latest firmware actual (11.4)

PS: I install it with sysupdater or FBI ?
PSS: Risk to do it offline or no risk ?

EDIT: Download it from 3DNUS (Search on GBATemp for the thread) Then Use Sysupdater to downgrade. No, offline is safe.
