Hacking I receieved a new 3ds with a9 but formatted

I need to get homebrew launcher up and running so I can install FBI. It's on Sys 11.4U - what are my best options?

If its still got a9lh in sysnand then can't you put godmode9 on the sdcard, boot pressing start to load it and inject the FBI CIA into health and safety??

When I received it, it was already ready to be set up. I set it up to the home menu but then I swapped it out for a 128gb card and copied the two folders over. So that was "Nintendo 3DS" and "luma" with the config file in it. In the luma folder I created "payloads" and put start_Hourglass9 in it. I copied over "3ds" from the starter kit to the root. I created "cias" on the root to prepare installations. When It was formatted there were no arm9loaderhax.bin on the root so I copied that over....is that not needed? I then tried copying the soundhax file and the otherapp.bin for my firmware on the root. That's all. So now I'm checking the guide and realize boot9strap is a new thing. I don't know if the guy installed a9 with that. I should probably get FBI up and running first.

im confused is there or is there not arm9loaderhax.bin on the root of your sd card?

I'm in the godmode menu. I've never used this app before.
don't worry its very similar. Okay, so i'm not the best at articulating things so i am going to give you the best advice possible. You already have FBI.cia and Godmode9 on your system, Now follow the guide here: https://3ds.guide/finalizing-setup at Step 4. Do that and you will be good to go.

The rest of the guide focuses on Boot9Strap. You have A9LH installed so you can't do that part of the guide.

0000.F3882CB7 is the dir and then I choose the .app file with the same name? Guide says to use the ".app" file and that's the only .app file in the folder so.... is that the H&S app maybe?
