ROM Hack Mario Kart DS hacking using 3DS

I have a N3DS running luma cfw and a retail cart of Mario Kart for the NDS, I just wanted to know if there was anyway to hack it (eg. Unlock everything, speed hack, item hack) without using action replay or some other hardware. Is there?

TWLSaveTool would probably be your best bet.
Just find the right save, and load it up
