The problem isn't downloading the file. The problem is the file is encrypted.

There's nothing on the page mentioning the password to the archive. In fact, there is no file description, and there are no comments. I found the fifth edition elsewhere on the internet. The seventh edition is probably out there.

My bad you two! I didn't read fully into it! I'll keep trying because you want the 7th edition! The owner of that file asks not for people not to send him a message and go to (多特尔网) Which is duote.com. I'll look for his username on there and see what I can do. (P.S. I'm not exactly sure if I can post that site link, Chinese uploading sites tend to have warez content, but I haven't used this site before, so I'm not sure.)

I'll just wait for my fiancee to get out of class to help! She's actually Chinese and she'll probably be able to do it really fast. I'm majoring in Linguistics with the focus of Chinese, so I'm still not 100% fluent in it. Hopefully she can help out Quantumcat!~

There are a lot of red flags that tell me the OP's link is probably fake. I'd try the sixth edition, which I found elsewhere.

Edit: To be more specific, the file OP found appears to be a part of a larger database that requires a fee to gain access to, with no guarantee that it's authentic.
Edit #2: Or you could earn 100G on a website to gain access to a password for a duplicate file, which also probably requires a fee.
