Homebrew Is it possible to play DS games on 3DS without needing a DS game cart?

Well someone's selling an r4 card to me but firmware only supports 11.3 (i have 11.4) or were you talking about another card?
......... If you have 11.4 and you don't have a cfw, you can't do anything. You can buy that card, because it does indeed work on 11.4, but you can't even access the Homebrew launcher on 11.4. if you do have cfw, get the card anyway. Also you can't get cfw if you don't have cfw.

Why would he need homebrew/cfw for a ds flashcard? Except whitelisting an older card that was blocked.

Because an actual DS flashcart, like the old R4 needs a CFW to work. It uses a custom DSiware app to give it a launchable header. Otherwise a stock 3DS will not work with an old R4 cart.
