Well, it could as well have been asked in the General Off-Topic section, since it's a question about hair, not a blog.

To my knowledge, hair length doesn't matter when bleaching it. You want to get it all bleached anyway, so longer hair = more hair to bleach = more bleach needed = more expensive.
Bleaching TOO short hair would be a waste though, since it would grow out so quickly and the effect would be lost.

What you have now is perfect in my opinion, because the hair length suits you. Then imagine if you bleach it now, and it grows about an inch. You'll have an inch of dark roots, but all the hair you have today will still be bleached. (then you just bleach the roots).
Compare that thought with cutting your hair shorter (like 1 inch of hair), and then bleaching it, and then it grows an inch. Now it'll be 50 % bleached, 50% dark... :P

So, pick a hair length you're comfortable with, and get help when bleaching it. Either do it at a hair saloon, or get an experienced friend to help you out. I bet you know at least one girl who's experienced, it seems to me like they are more likely to try out different hair colors.
Or a parent, of course!
