Hacking I will buy a new 3ds but i dont know any technical things and how to use

I am planning to buy second hand 3ds and seller said i used not to much everything include and has got cfw and version is 9.2 i dont know any information about what he said but he said i can download games and play online from app. should i trust him and i can play online. also can i use cheats like action replay codes in ds ? pls help me and give me advice

Yes, you can do all that, since it is on 9.2, it can install arm9loeaderhax + luma. You can play online if you update. You can use AR codes. Sounds like you got a good deal

whats the arm9loeaderhax + luma ? do i need to install and how can i update is there any chance to lose cfw?(sorry if it stupid question because i am thinking like iphone's jailbreak system )

If you aren't technical, I wouldn't recommend Arm9LoaderHax which is arguably the best custom firmware available. For people with a moderate knowledge of technicality, it is fairly simple to install as it requires following a lot of steps very stringently. But there isn't any room for error and if a step is missed or completed incorrectly, you end up bricking your 3DS i.e. wiping the os from it so that it won't boot any longer. There are countless tickets posted every week on GBATemp with people who have semi-bricked or completely-bricked their 3DS when trying to install it.

No, install a9hl+luma first, then update
okay but if that 3ds installed other program like arm9loeaderhax + luma do i need remove that program first and install these programs or just i will install directly these programs ?

Um, what are you talking about? This is completely false, the chance of bricks are extremely low, and most of the threads are people who followed video guides.

omg if i bricked 3ds is there any change to save? and you say dont install arm9loaderhax what should i do ?

Yes, in theory it is a set of instructions but (and I stand by what I say) there are tickets every week about people who have run into problems with brick issues from misunderstanding steps and contrary to your comment they aren't all from video tutorials as many quote the steps in the guide. So no, it isn't 'completely false', telling someone it is extremely low is completely false. It is extremely low for someone with some sort of technical merit. The guide you have linked him to even gives precautionary disclaimers.

arm9loaderhax is NOT a custom firmware. It's a low level system exploit. (the lowest level one you can have besides sighax.)

and you also can't install the arm9loader since it already present, so it would be no use in reinstalling the loader.

Yeah, but the issues are people who either a. Followed a video guide, or b. Didn't read the big red text saying stuff like don't do this

Yes, you are correct but it's semantics, Arm9Loader and Luma/variant but even the Arm9 guide above is titled "A complete guide to 3DS custom firmware, from stock to arm9loaderhax". I'm not shouting you down but it's kind of irrelevant to a guy with no technical understanding.
