I had this error when I was not in custom firmware. I used sig patcher when it did this and it worked. You can try it but it probably wont do anything different.

Which WUP Installer are you using?

1. Original WUP installer elf (HBL)
2. Original WUP Installer Y Mod (HBL)
3. WUP Installer GX2 elf (HBL)
4. WUP Installer GX2 y mod elf (HBL)
5. WUP Installer GX2 channel

And start with boot and tell us your exact path to WUP installer.
Example:

Boot -> Click browser -> Launch HBL -> Launch Mocha -> Launch HBL channel -> Launch WUP Installer

And last, give us a screen shot of your SD install folder

Im using WUP Installer GX2 y mod by Yardape
and the GUI from Loadiine GX2

The steps I follow are,
Boot -> Browser -> Loadiine.ovh -> Homebrew -> Launch mocha -> Launch WUP installer

Important question: are your files decrypted? They need to be unencrypted (lots of 0000000 files and .app files) in order for them to be read on a Wii U-formatted USB hard drive, IIRC.

Just for fun, boot to HaxChi CFW and try.

1. Look at the config file in sd:\HaxChi\
2. Which option says "sysmenu"
3. If no option says sysmenu then set it to B and save
4. Reinstall HaxChi
5. Use whatever button boots you to sysmenu in HaxChi. (For example tap HaxChi and hold B when tapping. If that's what you set it to)
6. You're now in HaxChi CFW (you can confirm by looking at your firmware version. It should say 99.99.99)

Now try and install DLC

Try renaming the folder to something simple. I have had problems installing some games because of the folder name.

SylverReZ @ SylverReZ: Also nice. Never really watched Fallout on Prime, but sounds like a good show. +1
