Hacking Rxtools to ARM9 but with new sdcard

Hi! My brother just bought a secondhand 2ds 9.2. The seller claims that the 2ds was modded before with rxtools however the sd card used for the mod was lost.

Is it possible to convert this rxtools to the new cfw arm9 with a fresh sd card? How? Is it safe?

Yes.
You can just follow http://3ds.guide/ like normal.
If the 3DS already has menuhax set up on it (it boots automatically into CFW), then downloading the homebrew starter kit and extracting it to the SD card (as is explained somewhere in the guide) should cause it to boot up into homebrew automatically, and from there you can remove menuhax or change it to only boot when a specific button is pressed (as having it boot automatically into homebrew every time and not knowing what the button combination to cancel autoboot is set to can make it hard to follow the guide)

The arm9 processor is already present in every single 3DS unit, there is no need to dissassemble everything and add a new one^^
