Open World (Such as Skyrim), RPG's, and Survival games.
I enjoy Bethesda games too

This is a great site I use and you can look through just the Steam section if the gift card is only for steam. http://www.cheapshark.com/

I think its possible to sort it out to specific genres in the steam client app. I usually buy these sorts of games and wait for the summer sale, could wait for a rainy day if you dont see anything appealing right now.

Regardless of your suggested genres i would like to propose a little indie-game that i believe to be brilliant.:
Pony Island
Don't dismiss it by title alone and do yourself a favor by actually looking it up.
The game is surprising, funny and unique.
I personally absolutely love the dark and twisted story.

Towerfall Ascension. One of the best multiplayer games I've played with friends, and it has no problem running on low end pcs. Don't think that because it's an indie that it can't be as much fun as a AAA title, I place it in a similar category as Smash Bros in terms of multiplayer fun while still being one of the easiest games to learn how to play. The Legendary difficulty missions are difficult feats while being doable with enough play, it pretty much never leaves my computer. (Hotline Miami is pretty damn great for an indie too).

EDIT: Lol. I missed the part about your preferred genre. With your constraint being that it's all in Steam dollars, I'd say wait for a price drop trend to happen for one of those games you've been wanting for a while to hit its lowest price during a Steam Sale (weekend sales are sometimes pretty great too) before spending it. Since you know...you could probably buy 2 games with 15 rather than 1 during a random day.

Back on topic...buy a Souls game. Its good fun while being replayable for tons of playthroughs with different styles. Any Steam branded game? Alien Isolation? Batman Arkham Series? Bioshock 1/Infinite? Borderlands 2? Fallout? Far Cry 3/4/Primal? Some popular games that have heavily reduced their prices in more recent sales.

Orcs must die 2 (3rd person tower defense/survival)
Darkest dungeon (rpg/survival/horror)
Retro city rampage (gta in pixel form)
Don't starve
Crypt of the necrodancer (rhythm survivval game)
Rogue legacy
FTL
sunless sea

I recently started the Mass Effect series and I am loving it.

Low end PC + $15 on Steam + Action/RPG "kind of" open world (open universe) => buy Mass Effect 1

you won't regret it... but chances are you've already played it?

I would recommend Bastion and Transistor. Highly addictive singleplayer games with styilized visuals, beautiful music, Pin-point action packed hack and slash gameplay and a story to die for.

But I always advice bying on G2A without the gaurd because that is boatloads cheaper.

Played it on my 360 a bit back.
if you ever get around to it, Cave Story
Played it on my 3DS
Portal 2, but wait for it to go on sale again. Portal 1 is great too, but no co-op or level editing.
I have both Portal 1 and 2
