The correct path would be Content Decryptor Options -> CIA Builder Options -> Build CIA from NCCH/NCSD.Since you're using A9LH, you can use Decrypt9WIP to do that. I don't have my 3ds right now to check, but it should be as easy as putting your .3ds games in the folder "SD:/D9Game", and use the option "Convert CCI to CIA" (or something like that, i don't really remember)

2. Move Decrypt9WIP.bin to your luma/payloads folder on your SD card.
3. Rename it to down_Decryp9.bin. For other names, see here under Payload Chaining.
4. Put your SD card back into your system and hold down the button you assigned Decrypt9 while you power on the system.
5. Follow the path I mentioned earlier to turn your .3ds to a .cia.
