Hello, can I download a psp demo with the latest henkaku so I can run psp backups? even if my vita has never connected before to psn?
You have two options.

If you want to download your own PSP demo, you have to connect to PSN. If you've never connected a PSN account, you'll likely have to reformat so you can setup your PSN account during first time setup. You don't have to format your memory card, so you can just reformat, add the account in, and then setup everything as normal.

If you don't care about using your own demo, you can use the ePSP Bubble Installer to activate and install a small PSP bubble that can be used for Adrenaline/ARK. The only downside is, for ARK, you have to have Henkaku activated every time you want to use it. Erm, how about using ePSP Bubble Installer V3.1 and then install Adrenaline? Like that he can run PSP backups.

I guess formating will erase my saved games, right? There is no way to keep my game saves right?

If you remove the memory card it won't format saves. If they're for backup games, you should be able to keep them just fine.

You could also just back them up to your PC using QCMA and restore them again.

1) Go to Settings -> Network -> Wifi Settings -> Advanced Settings
2) Under DNS Settings, select 'Manual', and set the Primary DNS to 212.47.229.76.
3) Now you may go back to the root Settings menu and choose 'System Update' -> 'Update using Wifi'.
4) Only update if it says "Firmware 3.60 (変革 Compatible)", otherwise you should follow these steps again and ensure any other settings are not conflicting the process!
5) After you have downloaded and installed the 3.60 update, you are now free to start setting up HENkaku!

any idea what domain redirected to what IP using this DNS?
I'm using a crap ISP that doesn't allow you to change DNS, so maybe I can use the router to do the redirection thing

You may be better off with manually updating via QCMA and a 3.60 update file if you're unable to easily do the DNS method.
I must have deleted my own write-up of the manual update method due to the DNS method becoming the normal means to update, but Wololo has covered how to do it for ages now so I would consider following that, for now. (On a side-note, I should really restore that older write-up...)

Offline henkaku installer, Maidumptool, ePSP bubble installer v3.1 (You'll need that for adrenaline)

question, I have some games on my japanese accounts
can I just install memcardswap to switch account and download it from japanese PSN?

also I have japanese games on cart, can I dump them (which one is better, vitamin or maidumptool) and install it using vitashell?
