Windows has best compatibility. But if you really want to go linux then see what is supported by Dolphin and the emulators you want.

Whatever suits your taste, really.
I'd get the best individual emulators for the systems I plan on emulating, make a custom theme on Rainmeter and give it a custom 'OS' feel.

windows. you can go to emulation sites and you'll see for yourself why windows alone has the most number of emulators and their stable builds

OS ? You mean macOS Sierra ? I have it and Dolphin emulator runs Wii and Game Cube games great! PM me if you want for some emulators for macOS.. I will be happy to tell you the names of them. I have them on my macOS and don't have a problem. They works great!

macOS hackintoshes are a pain to set up though.

If you're using a Mac, I can definitely recommend OpenEmu for a multi-system core-based emulator:

If you're using Windows or Linux, I'll recommend RetroArch, the official front-end for Libretro:

You could also check out Lakka, a lightweight Linux distribution that basically offers you RetroArch as an OS, good if you're only using the computer for emulation and nothing else:

This is mostly for retro consoles. The OP didn't put much explanation into his/her post.
