if i buy a new 3ds XL what firmware would it be 11.2

If your buying a new one most likely the latest firmware. If you try looking for some that have been on the shelves for awhile probably 11.2 or lower.

so 11.2 is the firmware where i can use all type of homebrew and fbi cia all that jazz

Yep 11.2 or lower is where you want to aim. You can use all Homebrew features on 11.2 or lower once you give the 3DS CFW through a software modification install.

Bullshit. Not a single console on the shelves right now comes with the latest firmware. They'll start appearing in a month or two at earliest. Any console you buy will be 11.2 or lower.

Then go for it. And if for some bizarre reason it came with 11.3 you could return it as unused because it would basically be just that - unused. But yeah, it's already been proven that the new Pikachu 3DS Edition ships with 11.2 fw as well so you're safe. 11.3 only came out a month ago. Only consoles that were manufactured after it was released would have 11.3, and it is very improbable they've manufactured any yet - They might be in the process of doing so now but those consoles will hit the shelves in 1-2 months.

I see. By the time the month went by I thought they would have already ruled out their proclaim to ship out more units with the latest FW's.

its not only a question of producing units with the latest update it's about the current supply of 11.2 or lower units in nintendo's warehouse as well so even as the old ones in stores sell and they order new ones there is still a chance (for a while at least) to get 11.2 or lower on new consoles
