This was literally talked about today, albeit it was a different card. Let me just quote this guy from another thread that holds the most likely solution for you.

The Slot-1 Launcher has worked for me and my Acekard, but there are other options. There's the R4 Stage2 TWL Flashcart Launcher, and then there's the NTR Launcher. Try the Slot-1 Launcher first, then the Stage2 launcher, and then NTR is more of a last effort, it's not really known for running flashcarts.
No matter what though, you should be running the best firmware you can on your flashcart (Most likely Wood R4). You can go to the Ultimate Flashcart Download Index and try to find it, I can't really help you identify which specific R4 clones these are.

Try the Slot-1 Launcher first, it should work as is. If not, then try the other options. I don't know much about R4's so I can't help you more than this. If the Slot-1 Launcher, Stage 2 TWL Launcher and NTR Launcher all don't work for you then come here to ask for help again and someone else can help you from there on.

What kind of a setup do you have? You said you have an emuNAND, so if you're running rxTools you might also have an unpatched/half-patched TWL_FIRM.

EDIT: Just looked through your post history (sorry!) and saw that you're using Luma. It's looking more like this flashcart just won't work on a 3DS. If you get it working, let me know how you did it. I've been trying to get a EZ Flash V working.
