sure, use PKSM. there is even a qr code, and no pc is needed as long as you have FBI or a .cia installer

They are easily found by a Google search.
No one is going to link you CIAs because that is against GBATEMP TOS and it's illegal.

Rom hacks and CIAs are two different things. For example, Fire Emblem Fates has the Gay Fates mod, which is all modified game data. UnassumingVenasuar does not supply a CIA to install, just the modified files to run through a layeredFS plugin on NTR.
The same logic applies to all rom hacks on GBATemp.
Also, yes, Google is a readily available resource to use on the Internet, but if someone asks a question you answer the question first.
