Can I do 3ds transfer with arm9h to another 3ds that has the arm9h already installed? Would there be a brick risk for not having the same OTP or occupying the same file?

OTP is only for setup. Once its been setup, it operates like a stock console.
So no, a system transfer from one a9lh console to another won't break/brick anything
