ROM Hack Streetpass Mii Plaza DLC Games question

I was just wondering if there is any way to get these games without paying, and if Nintendo will catch up on the error and whoop my *ss.

There is, but you have to find it yourself, just google it, and you'll have it in 5 minutes, also, wrong section
this site does not allow piracy, but gives you tools to do it yourself, I can't help you find it, 'cause is against the rules here, but I can tell you that such things exists, and you can find it yourself

Look up freeShop. You can download eShop content (including DLC) for free using that app.

I have freeshop, but I don't know where the DLC is in the application itself.

and I did check the other 3DS forums, and this is the most appropriate one it can go into, since it deals with save data and extdata, not hardware or specifically homebrew.

All DLC is under the same TitleID, so freeShop cannot distinguish if all the DLC has been installed, or not.
Delete and redownload all the DLC.
