Long answer: No, it's not a simple copy paste, there's a lot of work involved to add a national dex to S/M, while theoretically it's possible it's not likely that someone will make that effort. In my case, my parents don't believe in credential things.Owning a DS/3DS and complaining about spending $5 per year is a pretty moot point. That's literally a drink at starbucks, one meal, a pack of pokemon cards... Etc. If it was $5/month I could understand (maybe) but $5 a YEAR? I mean even if you're 12 you should get allowance or something, buy a $10 eShop card once in 12 months Lol.
You couldn't complete the dex in XY either without using PokéTransfer + Bank to get previous generation Pokémon until ORAS came out and the event only Pokémon were re-released. So it's not very different. If you don't have a subscription you can still access the Bank and view the Pokédex, just can't store Pokémon on it.
