I noticed its not doable from the beginning but does it unlock later on?Well Pokemon in Gen 1 can have 65,535 EVs in every single stat, there is no max cap. If you max them all it would be a total of 327,675. You just can not go over 65,535 in any individual stat. IVs on the other hand only go up to 15, so an 11 in Gen 1 would be equivalent to say a 23/24 in Gen 6/7.

I don't think this supports Japanese games at all, but even if it does, the translators just made up their own charset (as game freak did when creating the original game as well as the official translations) so it would be de facto useless anyway, you're probably better off creating your own mod of PkHeX (since that is open source)Old threat, I know, but does anyone know if Pikasav/PKHex can support modifying a translated Pokemon green save? I have issues with Pokemon names corrupting. Rather than taking them all to the name rater to fix their names, it would be nice to edit the save with an editor to fix them. Thanks!
