Poochy and Yoshi's wooly world was released today on japan it have any problem if i download the game and play connected on internet, can i get banned? if don't have problem how can i play it on my console?

connecting to the internet can and will get you banned if it's from within the game itself, such as online play and dlc. Playing the game normally should be fine, though no promises. You can play it when somebody dumps the cia or ticket in japan. I will tell you the cia is already on that iso site.
You can get banned for online play with an out of region game that isn't released in your region? I played FE Fates online weeks before release in the US and MH X months. I'm not banned.

OP, if you want to play a pirated game online early, understand that you are taking a very real risk.
The games were out in Japan, just not US or Europe. This was last year in February or March.
We get banned if we try to use a game's online or they ban if they detect that you are using the game with wifi enabled?

They can technically see you playing the game, it's up to them to decide if they want to ban you or not. Best scenario, turn Wifi off if you're going to be playing a game that hasn't released yet.

Legit carts where never confirmed. It was just some BS rumor alongside that users who received review units couldnt play online early. In my bootNTR discord the other admin is a youtuber who had a cart directly from Nintendo who played online without a single issue.
Please try and refrain from spreading rumor's as facts.
Users who where banned used the "leaked" CIA that was dumped incorrectly

The leaked CIA of sun/moon didnt have a correct signature and was "nulled" making it pretty obvious you where using a pirated game.
if that causes the bans, yoshi's woolly world are safe to play with internet right? or not?

Depends on if it was dumped correctly or not. Like others have said. Nintendo has only shown their muscles once so I would exercise caution
