Yes? Just call Ninty and have them do it for you.
Keep in mind that you need both of the 3DS' serial numbers to do so.

As we have already said. You need to call Nintendo so they can transfer your games. As for your saves unless you used hombrew to backed them up you are SOL.

I'm normally against it but Nintendo's account system is trash. You have to call for a transfer. No cloud saving support. Can only link one 3ds and one wiiu...the fuck man.

The ribbon might have been pulled out from the connector and the top screen might still work if you reattach it. Post a picture?

You can call Nintendo to unlink your NNID, but your saves and shit are locked to that system.

Calling Nintendo to help you to repair the console its the best idea . Unless its hacked , idk what you should do

Call Nintendo.
If its hacked, get another 3ds side by side and try to mimic all the button presses to reset it fully.(thats what I did)

You don´t need to call them for a NNID transfer, you can email them, I did so, and the next day they emailed me back, then I turned on the target 3ds and I was able to log in using my old NNID.
You´ll lose all of your save files btw.
