No, it would be straight piracy due to the fact that downloading a ROM from the internet is illegal, Freeshop instead uses your title keys inside the 3ds as a basis to download from the eshop, it doesn't download the keys itself, there are no keys for GBA or GBC.
(Also, some Virtual Console games are available in Freeshop)

Freeshop doesn't provide any keys for the titles. You use your own, that you legally acquired, or you use some you found elsewhere. Freeshop doesn't force you to use illegally acquired keys, as far as I know and the author can not be held responsible for what people do with his tool. I fail to understand how a Gbatemp global moderator can not know this.What's your argument to justify the Freeshop as not being straight piracy?
