It should, yeah. The problem here is that 2.1 cant be directly updated on n3ds or it'll brick, so you need one of those carts and disable wifi, then try to run it and it should update.

DO NOT USE A CART UPDATE. This will either brick or severely cripple your N3DS.

@Plailect had some method of restoring CTR mode here (though TWL will remain bricked).

Also always make backup.

Really? Fuck. Follow everything here, but when you get to Section IV, follow this instead and then continue the other one from Section V.
This should fix everything. It may seem like a lot to do, but you have to.

Incidentally, did your cousin ask you about downgrading, or did he do it on his own? And why did you think it was a good idea to firmat the SD card without copying the NAND backup and other files off of it?

This is missing the extra steps for N3DS (needs an N3DS NCSD header and key slot 0x05 crypto). I'm not sure how to do that with ctrtransfer.

Is there any way to just follow threw with the guide and get cfw then uninstall it ?

Put simply you eather restore your NAND backup with hourglass 9 or you Ctr transfer to 9.2 with decrypt9 then update back to 11.2.You should be using this guide http://3ds.guide/
