Keep in mind that the majority of VGC tournaments are not ran by staff of TCPI, they are usually they are ran by a Volunteer TO and Volunteer Judges who've been tested (except for Worlds, or some Continentals, where there are a few staff on site I believe. They also have 1 staff on site /w locking software on a Dev Unit for regionals, usually). Also, TCPI does not equal Nintendo. I doubt TCPI would ever have the capabilities to read the CTRNAND, as that goes WAY out of the intended capabilities of the Dev Kit they have access too. Heck, I doubt Nintendo has an intentional back door in, except by pushing a new update with an intentional back door.

Also keep in mind that Play! Pokemon's VGC organization is half-assed vs. TCG. And that people have been bringing CFW into tournaments before Kecleon as well (it a precaution).

But if you're paranoid that Kecleon is not enough, your next reasonable option is to buy a cheap (used?) 2DS for tournament use (as actually un-installing CFW may be a one way ticket after an update comes out).

Lmao could have sworn you asked this question already.
But I did see something called the kecleon patch, witch is a patch of Luma, so at first glance (or any other glance for that matter) you can't visually tell at all that your running cfw, it will look like a stock vanilla console in every way.

And of I'm not mistaken, aren't most of the judges in vgc tourneys just volunteers? I'm sure they won't bother you

If VGCs weren't half-assed, they would be run by Smogonites and play the OU doubles meta

Shitposting aside, checking for CFW would take far too long, be far too big a breach of privacy, and place far too much power in the hands of the TOs. Keep the obvious shit hidden and you'll be fine.
