ROM Hack Health and Safety app missing, unable to inject FBI?

Please help me, a few months back, I attempted RXtools and my health and safety app disappeared from my sysNAND, while on emuNAND the h&s app became Big Blue Menu. I'm currently in the process of transitioning to Luma3DS by using Plailect's guide, got it down to installing A9LH and updating the system.

Now I want to inject FBI into the h&s app, but I can't locate the h&s app even after a successful inject. How can I solve this? I didn't move the contents of my previous emunand setup to the new sysnand setup and I used a brand new SD card for Plailect's guide. I did the 2.1.0 ctrtransfer, and my previous sysNand is on 7.2.0.

Use sounhax to launch to the homebrew launcher and install fbi from fbi.3dsx

Sometimes if you update the 3DS, it reinstalls itself (even if you are in the latest version)

System Settings > Other Settings > last or second-to-last page > System Update. It's safe if you're using luma and A9LH.

I did it but since it's already up to date, it won't update and the h&s app isn't recovered. Thank you for replying, greatly appreciate it

It should let you. I mean, I've done it. You should be able to update even if you are in the latest version, so it download what is left in your 3DS

The recovery mode method should work to force an update.

Everytime I touch System Update, it updates then stop to say that my system is up to date, but the h&s app still isn't there. Maybe I have to do it repeatedly to get it to install itself again?

Are you sure you didn't move H&S to the end of the home menu?

Did you try dumping it even though it doesn't appear?
