I think my PC killed my SD - it got corrupted and I was forced to format it as my 3ds would not read it nor would my PC. When I turn my 3ds on the blue light turns on for a second and then quickly turns off. Am I screwed?

You are not screwed. You just need the "arm9loaderhax.bin" in the root of your card and it will boot again.
Since A9LH v2, the system simply turns off when "arm9loaderhax.bin" is missing from the root of the SD card.

You can probably recover at least some of the data on the SD card using something like testdisk. If you care about anything that was on that SD card, make a backup asap or you risk not being able to recover as much.

Try with a different SD card. Don't use the SD card that got corrupt if you care about recovering anything from it.

If you formatted it, make sure it's fat32

Also, if your pc isn't reading it open the disk manager and make sure you have all unallocated space partitioned to primary

If my Version is "Sys 11.2.0" is there anything I can do to get HBLauncher again or Decrypt/Hourglass9?

I found my sysNAND_original.bin - back on 9.2
A NAND backup won't help. You'll either have to reinstall everything, find a backup of your SD card, or use something like testdisk to restore the files.
To get Decrypt9/Hourglass9 back, just download them and put them in the right location on the SD card. Don't remember where, but I'm pretty sure the guide covers it.
To get Homebrew Launcher back, just extract this zip to your SD card: https://smealum.github.io/ninjhax2/starter.zip

One thing that just occurred to me.... The sound on the 2600 sucked less back then the harsh sound we hear now is from infinitely better speakers we have now, back when the 2600 was new speakers produced a almost muffled sound, like CRTs made old graphics look slightly better.
  • Psionic Roshambo @ Psionic Roshambo:
I wonder if I could recommend that to some emulation devs that perhaps the sound could use some smoothing out to simulate those old TVs
  • Psionic Roshambo @ Psionic Roshambo:
I think a few of the early systems could benefit from that, at least up to the 8 bit generation, by the 16 bit generation I think TVs had gotten a lot better in almost every way

Just give it a try, but honestly if you have a 3DS you can play DS games without a card just off the internal SD card
