Why would you want this? The videos are in the 3DS's resolution, so you're going to be watching either an incredibly small window or a terribly upscaled video.

Because this English Shin Chan dub has only been released on the European eShop as of now, you can't find it anywhere else.

I don't know about extracting the video but you can probably convert to AVI with this: https://gbatemp.net/threads/released-moflex-player.400053/
Dump and extract the video with Decrypt9 and a few extraction tools found in the ROM hacking section.

You could just use CTR-V and Boot NTR Selector and stream it to your PC and from there just record using Bandicam or something
The quality on 3DS is already bad because of the resolution, and if you would stream that to the PC (with compression) and record that (with some compression) then it's going to be even worse.

Look on torrent websites and you'll find the entire show for free

No, I know what I am talking about. That is another completely different English dub.
Just download the CIA, Decrypt it with Decrypt9 (Deep), then use HackingToolkit to extract the cia, Then it should be in RomFS somewhere. (probably in nintendo's movie format, Cant remember what its called and im not sure if theres a converter out there :l)

Moflex thats what it is, But yeah I dont think there is one tbh, Theres not even a 3rd party moflex creator (That works well) afaik, And if there is it might not be very accurate. I know the SDK has one but unsure if it can do Moflex -> MP4 or h.264 etc

There's at least an open source decoder.
