Gaming Luma 6.6.6 and Gateway - update different region game

I have a 3ds dump of a Japan region game (Culdcept)

When I try to play it via Luma/Gateway, it tells me there's an update. It downloads and says installs. It continually tells me there's an update.

Is it not possible to update another region's game? I can click launch but it never actually updates the game.
