yep. gone in all regions. But now, a new dsiware exploit has been found and now most dsiware apps can be used to downgrade. check the a9lh guide

damn it nintendo, i just bought it 3 days ago and now i figured out, that the file is broken. Tried to download it again, cause i want to downgrade my second 3DS this weekend (today) and the download in the eshop is gone.

You should be able to load it via freeshop. The legit ticket should be installed already.

You can't transfer a "legit ticket" from freeShop to an vanilla console, it won't transfer.

He bought the game from the eshop but his gamefiles are corrupted.
I don't know if Freeshop overrides the ticket but if not he could just use it to redownload.
Alternative would be to save/extract the ticket with FBI. Install the non legit CIA. Delete the non legit ticket and insert the original again.
