it seem that 022 ban is permanent and the nnid is actually didn't banned but just could not be unlinked from banned console

So is there still nothing I could do to save my pokebank

Someone had said they use system transfer move the nnid from a banned system to another unbanned one.

But more people said that didn't work and will end up with an error code

My own opinion,is it possible to back up the nnid file from your banned console and injuected to an unbanned one

Obviously,this didn't work because the nnid didn't linked with the device I'd

Then how about do a system transfer though this console to a third unbanned console

is that possibility the nnid will linked with this third console's device ID

I just really want to save my pokebank.

PokéBank data are linked to your 3DS, not to your ID. To do this you need to do a System Transfer from your banned 3DS to another one (I don't know if this will works). Your ID is linked to the subscription (you can use PokéBank because you paid it). If you write to Nintendo to ask to link your ID to another 3DS, you can't reach your boxes on server because your new 3DS is not linked to the old boxes, but you could use PokéBank with the new 3DS because you bought the licence

OMG，so even my nnid move to another console my pokemon in my boxes still disappear？！

I don't care the license or pay my purchase again，I totally lose my motivate to save the nnid now.

Some of Chinese already report they got unbanned from 002 in 10 days and still with the 022 error

it's just so so stupid to see that they really let people connect the Internet again and refuse to let them purchase online.

And they still didn't response to my claim email about my friends got 022 banned with legit cart and lose his account full of money......

I know Nintendo of American and Europe have confirmed that.

But my console is the Japanese one ,maybe the situation could be different.

There are still no one reported get unbanned from English console right?

and I am still waiting for the response from Nintendo Japan to get more information about what is going on here.

anyway,Pokemon is the only game I use 3ds to play online and need my account

IF I can't get my old Pokemon back,it doesn't matter for me to be banned or not.
