I've completed Pokemon Moon three days ago.

When I became the champion, I got 6/15 stamps total.

Does anyone know how you get the remaining 9 stamps?

Did you complete the Alolan Dex without using cheat codes?
I read that the National Dex unlocks when you complete the Aloan Dex.
You could use PKHeX to complete %99 of the Dex then have 1 Pokemon captued in game to make it be %100 and that should trigger any flag that should activate.

There isn't one in game, yet.
There are flags for a national dex. I have seen flags for Mganium and other non-alolan Pokemon that were seen via QR codes.
They may add one via update when PokeBank gets Sun and Moon support.

I really doubt that will happen. The Pokémon website specifically mentions the National Dex feature will be implemented in Pokémon Bank. That's a big selling point for it.

The framework for the National Pokedex exists in the game. It's most likely going to unlock when PokeBank comes out. Think back to Ruby and Sapphire where the National Pokedex didn't unlock until you traded a Pokemon from Fire Red and Leaf Green.
If you open a Pokemon Sun or Moon save in PKHeX there's a seen and captured flag for the National Pokedex. So either it'll be patched in, or it does exsist, but the flag that enables it is set when you receive a Pokemon from PokeBank.

There's no framework at all. The flag for Pokemon in the dex is probably just for backward or forward compatibility. There's no graphics, text or anything for a National Dex in the game, and also no functions related to it. You get the shiny charm after completing the Alola dex

The graphics and text could bbe added in a later update.
If not, this would be the first time that a National dex isn't in a main Pokemon game.

Or is there any place in the game to receive the stamp after completion?

Same. I got nothing so far, and nothing is coming up. The professor doesn't care, anyone doesn't care. They say the same useless stuff.

Actually, never mind, I found where to get the stamps. You go to Akala Island. Go to the game freak station on the second floor of the building next to the Distortion Lab thingy on Heahea City, the one where you first arrive to. The dude will want to check your dexes and he will give you a stamp for it.
