After that's installed you can install free shop, which is pretty much a cracked eshop.So i need to follow through all the way to arm9loader. Okay.
How is a direct answer not faster? From arm9loader I can play 3ds roms? Do I need to change my region for that?

Don't use the homebrew launcher for installing things. Are you trying to use FBI.3dsx to install stuff? Because that will not work from the homebrew launcher when you are over 9.2 firmware. To install stuff you can scan a QR code with FBI ("QR code" in the menu) or install from .cia ("SD" in the menu).
And what do you mean by Arm9Loader won't boot on Start? A9LH (Luma) will start on boot with no buttons held. Holding buttons is for launching payloads. The guide has you assign Hourglass9 to Start, so that's what should be booting if you hold Start on boot.
if you followed the guide correctly, you should have injected fbi replacing the health and information app, using hourglass9.
inside your home menu, if you search for the health and information app (big yellow triangle), you will notice if has the fbi banner on the top screen, so when you open it you will have accesed a full featured cia/file manager, with the hability to instal cias from the sd, or via qr code.

Yes, that's booting Hourglass9 not a9lh. A9LH now runs on every boot to launch Luma CFW (or a payload if you hold a button). You don't have to hold Start."
