Last time I installed Arm9loaderhax with Luma 3DS on a N3DS using Plailect's guide, downgrading to 2.1 and using an OTP were included in the steps. It seems as though those steps weren't included this time when I went to install it onto another N3DS.
Anybody know if it's normal to have not completed those steps and whether or not functionality is lost as a result of the now missing steps?
Currently, this N3DS boots the same way as my other A9LH N3DS and looks fine.
I followed the Github in this order:

The last link seems to explain the OTP among other things but skips the actual OTP setup and downgrade for the N3DS.
