If you are asking how to paint and post to miiverse from your pc, thats not possible. I don't think people are injecting photos into miiverse like you think they are they might just generally be skilled at drawing

Could a 3DS also trick Miiverse into thinking it has a Wii U game and let me post custom images in the NSLUC?
Only if you could somehow edit the data sent to replace the title ID of your current game with the TID of the Wii U game. If it were possible, it'd probably only be so through NTR CFW, and a New 3DS would be recommended as NTR is weird with applets on O3DS.
