Hardware No Nintendo Zone App on my home menu...is it normal?

I have 2 o3dses both European Region and none have nor had previously the Nintendo Zone App visible on the home menu...

It is in the Title list in FBI but it's not visible anywhere...
How can I make it appear?

You need to find a nintendo zone hospot and connect to it (the 3ds will do it automatically), to unlock the app.
But... the service is down in france.
