Not that I know of. And it'd really be unnecessary, primarily because you already have that ISO site at your disposal.
Then again that ISO site, may have slow download speeds, downloads limits, etc, etc
Downloading Straight from Nintendo is unlimited.

Less traffic to deal with, no ads, no entering passwords or other login, less risk of it being fake or otherwise wrong file.

Lots of benefits could be gained from having a PC client and if it existed I'd use it myself. Would be much safer than using freeshop which has your Nintendo ID attached when connected online.

not to mention that 90% of the time the links are dead by either copyright, or just timed out

also having one for android would be good so you can download a game when not home then get the file of your phone using mico usb

I guess that would be cool but if your gonna have it on a mobile device that wouldn't be any different than the freeshop on 3DS. At least with the PC you can have more control in download speeds and hide your IP. It's possible on mobile but again there's just more control on the PC.

Those are good points. But I wouldn't, personally, install (or even download and use) software for this task, because I can download games straight to my 3ds.

You can also play games on your 3ds while downloading a 3ds game on your pc you can't do that with free shop and ciangle
Yep, but in that case, I have to transfer the cia from the pc to my new 3ds with the microSD management app, and it takes a while, and... i can't play on my new 3ds during this time :-p
edit: OK, that's true, i use socket FBI....
