In that case, you have little to lose by just setting up a9lh since either way you need to start again. Follow https://github.com/Plailect/Guide/wiki or go to quantumc.at (can download the whole guide and all files). Either way start on part 1 (Decrypt9).

If you'd rather keep rxTools and autoboot to it instead of using the browser (you can actually update to 11.0 if you are using the right build of rxTools, but I doubt you'll ever be able to update again since it is no longer under development), then get the starter pack from http://smealum.github.io/3ds/ and put boot.3dsx and the 3ds folder on the root of your card, change your theme once then back to what you had before, boot into the homebrew menu (details on smealum's site, or under Homebrew (Browser) in Plailect's guide), go to the menuhax installer and install it (configure it how you want - either pressing a key on bootup or having it boot by default and needing a key to not boot it), then, replace boot.3dsx with the rxtools.3dsx (probably present in whatever download you got rxTools from initially) and rename it to boot.3dsx, now when you turn your console on, it will boot into rxTools emuNAND automatically (either pressing a button or not depending on how you confgured menuhax). If you change the theme, menuhax will be deleted.

But there is still no failsafe when you don't have a hardmod, right?
You'll only have a problem if:
a) During the downgrade to 9.2, you use the files for the wrong region or console (no problem for you, you won't be downgrading). All other writes are 100% safe, because the tools check that the files are correct before proceeding
b) Your SD card craps out while writing to the NAND (the chances of your SD card failing right at that moment are pretty slim), or your battery falls out during the same (don't do it while the back cover is off and you're holding it in the air without a finger under the battery).
All other circumstances, the tools make sure you can't make a mistake, so you don't have to worry. And if any steps don't make sense or seem ambiguous, we're all here to answer your q's.
If you do really want to worry though you can do a simple menuhax installation like I said above :-)

If you follow the guide exactly as it's shown, your console specific otp.bin will be in the /a9lh/ folder after actually installing arm9loaderhax.

As for the forgetting to turn on Wi-Fi, just make sure that Wireless NFC is enabled. If you're on Old 3DS, you can just toggle it on/off with the switch to the right of the console. If you're on 2DS or New 3DS, it MUST be toggled on via HOME Menu Settings (button on the top-left of touch screen while in HOME Menu) in SysNAND while on 9.2 :)

You don't actually need the otp.bin during the install process (but it's nice to have). If you forget to turn on the wifi before going to 2.1, you just have to take out the battery for a minute then put it back in, and that resets wifi to be on.
Edit: And yeah, with O3DS you can toggle it with a physical switch so there's no worries.
