I Cant access to C:/ (Hard Drive) I deleted something...

I remember yesterday, i go to: (My computer is in spanish, so, im very sorry if doesnt the translation sounds like english)
C:/ ->
properties
-> Security ->
(before the problem)
I deleted USER and other shit,i cant remember the name... so, only its one user in my laptop, (ME), in the security, only says:
SYSTEM
ADMIN(S) -> ALEX/ADMIN
**deleted*** <- USER ????
**deleted*** ???? ( I CANT REMEMBER THE NAME!!!!) AGGGHHH!
(after the problem)
Now i cant send any file to Recycle Bin, i cant access to my C:/ (Hard Drive)
only i can explore files (some files)
When i try to send any file to the Recycle Bin, says:

Cant get access to C:/
Access denied.

And my Windows Explorer crash every 1/3 MIN, (i have this problem from a long time)
My Laptop is a ASUS

I dont have the Windows 7 Disc installer, i tried to boot up System Repair, but doesnt work, (says problems are repaired, BUT NOPE)

Download it, it's not difficult to find online. Burn it to a disk or use Rufus to image it to a USB drive. If need be, reinstall the OS from scratch (back everything you can up first, obviously)

Just a guess, try to create a user with admin privileges, and see if you can continue normally, if not, then you will need to repair your pc with a windows 7 disc, BUT, if you install its not legit, meaning you used a DVD to install ti the first time, it wont let you repair, due to [insert long explanation here].

So you will have to reformat, but first, test what i told you, create a user with admin privileges, and see if you can continue normally, other COMMON tips would be

Run
sfc /scannow
chkdsk /f

try to restore to a earlier backup.

All you need is the Windows 7 ISO for the version you want and use Rufus to create the USB installer. However, do what I suggested first.

I've seen it done before. If you want a Windows installation that's already on a thumb drive look up @Jayro's Medicat DVD

Have you tried retoring from a restore point or going into system recovery in the boot menu (F8 i think)

No, it won't delete anything. All it does is reset the NTFS file permissions on the drive which should readd the proper permissions to your C drive. Also, you can obtain the Windows 7 installer from many places (I suggest Googling for murphy78 releases).

I Tried to install Windows 10, but only crash in 29%, i tried to leave my lap 3 days ON, yeah, 3 loooooong days, and nope :/

If its windows 7, and u dont have anything important, just format it, using the windows 10 creation tool. since the windows 7 requires you to use files tht cant be distrubuted legally.. so if you dont have anything to lose, just format it from 0.

Yeah, 3 Loooooong days, and only keep in 29%, i tried, but Windows says : You disk doesnt look have a problem, i used a lot of programs and keeping saying to me my HHD doesnt have a error.

Open the Start Menu, type "cmd" into the search, hold Shift, then right-click Command Prompt and run it as an administrator.
