Dumping your own games in some sort of backup format (iso, wbfs, nds) is more or less in a grey area than it is completely illegal or perfectly legal.
Now DOWNLOADING the games without proof of owning a physical copy or owned digital copy.

Now THAT'S illegal.

Can this be used to dump my R4 SDHC card? Can't dump it on DSLite cause it won't connect to my wifi settings. Trying to get a launcher to work on my 3DS with it and a dump would be really nice to have. Tried it and got the red text "Dump failed"
I was able to successfully dump my r4i gold card, so it may work for you.

The problem is that part the law has not been flushed out properly and probably never will be
That's breaking a ToS, not the law.
It's illegal because of DMCA Copyright protection laws (at least in the US). You are circumventing copyright protection, which is illegal (though I do know some group is trying to change that in court)
But honestly no one cares at this point.

Actually in US law it is illegal because you are circumventing copyright protection. But again no one really cares at this point unless you are excessively pirating.

Can someone try if it works on a dsi? I think you should extract the srl from the cia and launch it from the homebrew loader.

I installed this both on sysnand and emunand. It says it dumped successfully, but when i checked the SD card, the dump is 0 bytes?

EDIT: Nevermind, I had to extract my SD Card and not my NDS Card.

For some reason wooddumper 3ds outputs the .NDS file with 0 bytes, and when running GodMode9, it shows files that are the same size as the rom called C0, C1, and C2. They don't appear on my computer and trying to delete them with GodMode9 gives me an error so something is wrong, going to format my SD once the contents are backed up.

EDIT: Formatting SD card with diskpart fixed this issue

Don't have time to watch anything rn, but, can you play them off cia files? Like from the homemenu icon stuff? Just asking as I'm on 11.0, and have homebrew (thanks browserhax for letting me install homebrew for OR AS, also thanks OR AS for letting me open homebrew through that exploit)

No you can't run this without a CFW, and this dumps to a .nds rom file which currently can only be run from a flashcard.

Every country has different laws anyway (particulary when it comes to personal backups) so discussion about the legaity of dumping is somewhat pointless. Not everybody lives in the US.

You're actually on more stable ground talking about simple morals and ethics.
