Hacking Anyway to get Action Replay DSi to work on 11.0.0-33?

I've seen that one thing called the "Slot1 launcher" that allowed certain flashcards to launch, but it looks pretty outdated and I couldn't tell it anyone tried using a second generation ARDSi with it; there's the fact that you seem to need a CFW to use it, which aren't available on the latest system firmware. The application also seems pretty outdated.

So is it not at all possible to launch the AR?

Also as a side note that's somewhat irrelevant, couldn't you clone Pokémon using an ORAS save and some tricks with JK's save manager?

If updating the ardsi firmware doesn't work, then it won't work on a ds that doesn't have cfw.
Just use pkhex to clone pokemon in gen 6 games... You can already dump and inject saves.

Don't think there's actually ever been an update for this model since Datel sucks at updating their devices. The ds actually does register the AR as "Game & Watch" but once I launch it, it just says an error has occurred.

And thanks for the heads up on the program, no idea that was a thing! Any chances of getting banned using it? (Like Pokémon being classified ad illegitimate.)

You will be fine as long as you use it for cloning only. Most other things in there are safe, but no promises.
