Hacking Can't install FBI into H&S despite success in Decrypt9

I've done it before but the hacking guide makes you format over and over and do everything again now I can't do it. I go to decrypt9 and make a hs.app, put the sd card in my computer put it in the universal inject generator with fbi.cia and do run go.bat and it makes a fbi_inject_with_banner, put the sd card back in the 3ds and successfully inject fbi_inject_with_banner, good to go right? I run Luma3DS check make sure and I am on emu 11.0 but I still get the regular health and safety, tried it 5 times now.

Why do you need it in H&S if you can just use FBI.cia?..

Are you sure you're dumping your emunand's hs.app and not the sysnand?

I dump the one that's on my sd card after it's created by decrypt9.

I mean when you dump it using Decrypt9, did you choose the Emunand Options to dump the hs.app?

Are you sure you're dumping your emunand's hs.app and not the sysnand?

Wait now I'm confused the guide said

1. Go to "SysNAND Options", then "Miscellaneous...", then select the "Health & Safety Dump" option to dump Health & Safety to hs.app (you can use Up and Down / Left and Right to change the name)

So I'm supposed to dump the emunand's hs.app?

Well that explains it, only guide I saw said dump the sysnand. Think you solved it.

Obviously, If you did a sysnand dump of hs.app and inject FBI in it, FBI will be injected on H&S on sysnand. I guess you're looking on the wrong place. If you want to inject it in emunand, then dump/inject it using emunand options on Decrypt9
