Hardware My 3DS doesn't charge its battery, but the orange light still turns on.

I have an O3DS. The battery can be charged with an external charger.
If I use a charger, the orange light turns on, but the 3DS still discharges.

the orange light means it is charging... if you leave it on for a long time and you take it off and turn the 3DS off there's a difference in the percentage?

No. It's like the 3DS thinks that it's charging the battery, but it isn't. If I take the battery out then plug the charger in, the orange light turns on for a few seconds then turns off again (like it should)
EDIT: This is probably a result of water damage, but i'm not sure, since the last time that I used the 3DS was a few months ago.

Most likely that's the case. I researched your issue and someone suggested to take the battery out and put it back, but it seems like you tried that. I suggest calling Nintendo Support and ask them what they think the problem may be. If they help you troubleshoot it, that's great or they'll ask you to send it in for a repair.

Your battery is most likely dead. Dead as in no longer working.
See:
The battery can be charged with an external charger.
I already replaced the battery, the original battery died. (now I remember it, i'm 100% sure that it was water damage. the battery died, then I bought a new one, and now I can only charge the new one with an external charger)

If the battery can be charged with an external charger but not in the 3DS, then it would seem the problem is in the charging circuitry of the 3DS. That would probably require a replacement main board.

This can happen if you often take out the battery and put it back in while the 3DS is charging. I do this alot because the console will crash when I'm hacking. I also hate holding down the power button for an hour just for it to turn off. (Plus if the 3DS doesn't have some sort of power, the date and time will reset. Thus why I like to keep the charger in while I flip the battery.)
I'm not a wirehead, but my guess is that it can sort of fry the battery if you rapidly take out the battery and put it back in while charging.
