I'm sure you have to have experience in games dev of some sort, and include a portfolio and stuff or have a current working game idea to show them before they just hand it out to you.

No, they hand it to you. You fill out a form with basic details and agree to the NDA. Access is instant.

I'm betting you could convert any retail NX into a development kit in the future like Microsoft's UWP, and they are opening up registeration in advance.

Signing the NDA is serious you better read it before you accept it is NOT another one of those EULA on MMOs

Honestly, "Hey, you can now sign up at this completely public web page" doesn't require credit to anyone, even if he found the information out from another post. It's just such a simple and easily found thing.

Now, if you had to jump through a bunch of hoops or something, that would be a different story.

Why would you regret it? If you registered for an account and never touch it, nothing happens. If you use it, download the SDK, and never share anything, nothing happens. The only way anything bad could happen is if you go off and break the NDA. So, don't do that.

That's why I'm not sure if I did, I'm not 18 so i kinda lied there (but I don't think it was apart of the NDA) and I shared in a PM working versions of the cias in the SDK with a few other DEVS

Sharing anything from Nintendo's SDK would be a violation of the NDA. You shouldn't send anything to anyone for any reason if it comes from Nintendo's development site. You don't own any of those things, and it is not your right to redistribute them.
