If you have to have it beck, find 0004001000021300.cia in your update pack and install it with devmen.

I just need to get this file in the same folder I used to downgrade to 9.2 and install with some cia installer?

Injected H&S should stay even after format.
Make sure you have your system patched, the app may not show if Signature Checks are enabled (basically if you are not using CFW). Make sure RxTools or whatever CFW you are using launched properly and that your SD card is correctly detected. If you had MenuHax configured to coldboot RxTools, remember that when formatting you lost MenuHax and must install it again.

If I remember rxTools then it automatically makes a backup, which you can inject back in and it should return it to normal.
You shouldn't need to format, as formatting will not affect H&S app at all.
