if a console gets a rrod is it permanently broken or can you just clean the 360? i am gonna buy 360's from kijiji and there are some for 20$ and it has rrod so i am not sure if i should spend the 20 on a console that wont work

Towel tricking and baking will do more harm then good.
There was some guy on here that abused a 360 trying to bring it back to life.
Spend hours and hours trying to get it to work despite repeated sayings of letting it rest in peace.
Reflow (if done correctly) will last anywhere from a couple of days to a month or 2.
Sometimes even longer.
Bottom line is, once you've gained RROD on it, it will return.
Reballing the CPU + GPU + RAM + HANA is the only way to get rid of it.
If your intent is to fix them up for cheap and sell them, you will get angry "customers" demanding their money.
Borderline scamming is what I see it as.

If you're trying the repair and resell route, look for ones with broken disc drives and update errors. It'll take a small tool/parts investment and a large amount of research, but it's less risk of return if you do a good job. RRODs are a pain to get operationally reliable again. As @DinohScene has said, reballing the BGA's tends to be most effective. Even then, sometimes you find the chips themselves bad(GPU, HANA, Southbridge)And don't buy any Xenon/Zephyrs.
Replace xclamp with washers, nuts and bolts! Gently tighten and follow with a towel trick. If it's not been done before it should last around 8 months! Than you can jungle flash it and scratch your head trying to burn iso's on cheap DVDr dl.
That'll do more harm then good as you put excess pressure on the corners, easily dislodging/breaking the centered BGA balls.

He's mainly talking about reselling it as refurbished. Xclamp trick and baking is fine for a personal repair, just not professional. You'll have too many returns/refunds.
